We believe being engaged with legislation is critical to the auto auction industry to promote responsible business conduct and continued healthy expansion. IAA works with lobbyists, insurance companies and other industry participants to ensure our customers’ needs are met when it comes to legislative matters that may impact the industry.
Enacted Bills
Florida House Bill 301
Effective July 1, 2019
Section 2 of the act changes the effective date of the alternative title process for insurers when a title is unavailable from July 1, 2023 to July 1, 2020. It also provides that an insurer may send the certificate of title to the department via electronic means, USPS or another commercial delivery service. Finally, it states that an electronic signature that is consistent with Chapter 668 satisfies any signature required under this subsection.
IAA supports these changes. IAA has been promoting the use of electronic signature and electronic title processing to speed up the claim settlement process and the disposition of motor vehicles.
Illinois Senate Bill 1939
Effective July 1, 2019
This act amends the vehicle title fees effective July 1,, 2019. The fee for a salvage title will be $20.00 and the fee for a junking certificate will be $10.00. The certificate of title fee will be $150.00.

North Carolina House Bill 337
Effective October 1, 2019
This act will improve the overall salvage titling process by allowing electronic signatures on certain documents, electronic salvage title applications, and the removal of the notary requirement on titles and other related documents.
IAA supports the bill. IAA has drafted the language of the bill and worked with others to have the bill enacted. Our goal is to improve the efficiency of the salvage titling process and speed up the disposal of salvage vehicles. IAA will work closely with the DMV on the implementation of the electronic signature and electronic salvage titling processes.
