Enacted Legislation
Hawaii Senate Bill 2384
Effective September 1, 2020
This act amends sec 291C-165.5, captioned Motor vehicle towing and storage, by adding provisions for disabled vehicles.
New subsection (g) reads:
“In the event that a motor vehicle is involved in an accident and cannot be moved under its own power or is otherwise disabled and constitutes an obstruction or hazard to traffic, and the vehicle has not been ordered to be towed by the applicable county police department, the towing of such vehicle and the towing and storage expenses shall be subject to the provisions of section 290-11(b).”
This section does not apply to automobile clubs or towing companies operating under a contract with an automobile club, insurer, or motor vehicle manufacturer.

Hawaii House Bill 2162
Effective October 1, 2020
This act amends section 290-11(b) referenced in Hawaii Senate Bill 2384 by clarifying the fees tow companies may charge. It also clarifies the duties of tow companies when vehicle owners arrive on the scene while their vehicles are in the process of being hooked up. Requires tow and storage companies to accept credit cards and debit cards.

Ohio House Bill 339
Effective December 30, 2020
This bill enacts the Insurance Code Correction Act. Among other changes, it allows certain documents, such as a power of attorney, certificate of title, application for a salvage certificate of title and any other appropriate document, to be signed electronically when an insurer applies for a salvage title.
